Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are issued from various governments. Significant resources is expended on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, probably supplied through partner states. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly transforms into grim resignation: possibly the incoming missile won't hit its mark this time, protecting urban areas from ruin and further power outages.
Persistent Threats
Not long after, a heavy machine gun engaged a unmanned aircraft close by, part of a mobile-fire group – almost certainly imported technology. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its target.
With pauses, this persisted until dawn. Kyiv faced the morning news: several casualties, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's essential dependence on external assistance – a dependence that European nations are demonstrably unable to fill in the near term.
Ineffective Peace Efforts
The 28-point plan from Washington sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new initiative from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, certainly, continue.
Political Considerations
It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a principle familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government believes that it is unfeasible to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's south or east.
The issue is that while recognising this factual reality, US leadership does little to discourage Russia, through words or deeds, from believing that the current condition will not change more in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding lives and land but avoiding a complete military breakdown until conditions improve in its favour.
Current Realities
Objectively, there are no genuine requirements for a armistice. Now, subjective factors are coming into play: political desires to negotiate peace and secure international recognition, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will change their overall approach.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a only one week to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of representatives, and finally, latest revelations, all did their job.
While new plans based on old ideas are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require continued Western support.
